What is Pan-European FBA & How Does It Work?
Pan-European FBA is Amazon's flagship cross-border logistics program in continental Europe. Under Pan-EU FBA, sellers deliver inventory to a single central fulfillment center in Germany, France, Italy, or Spain. Amazon then dynamically redistributes units across its European fulfillment network, including storage facilities in Poland and the Czech Republic, at no extra cost to the seller.
When a European customer places an order in any of the 9 active Amazon EU stores, units are dispatched locally, unlocking domestic Prime delivery speeds and low domestic FBA fulfillment fees rather than costly European Fulfillment Network (EFN) cross-border surcharges.
Who It Affects: Seller Scenarios
A US brand selling in Europe can reduce fulfillment fees by up to 50% per unit by enabling Pan-EU FBA compared to fulfilling all EU orders from a single country via EFN. However, because Amazon stores inventory across multiple EU member states (including Germany, France, Italy, Spain, Poland, and the Czech Republic), the brand must obtain local VAT registrations in every member state where stock is stored. EU One-Stop Shop (OSS) does not replace physical warehouse VAT nexus [VERIFY: EU OSS rules for physical warehouse inventory | ec.europa.eu].
Because the UK was removed from Pan-European FBA on 1 January 2021, inventory in the UK cannot be distributed into EU fulfillment centers under Pan-EU. A US brand must maintain two separate supply chains: one freight lane delivering goods to UK fulfillment centers for Amazon.co.uk, and a separate freight lane importing goods into the EU for Pan-EU distribution.
A UK-based seller cannot use domestic UK inventory to fulfill Pan-EU orders. The seller must establish an EU VAT footprint, obtain an EU EORI number, and export palletized commercial stock directly into an EU destination fulfillment center.

Frequently Asked Questions
Is the UK included in Pan-European FBA?
No. The UK has not been part of Pan-European FBA since 1 January 2021. UK inventory must be managed completely separately from EU inventory. Source: Amazon EU seller pages.
Which Amazon stores support Pan-European FBA?
Pan-European FBA is available across Amazon stores in Germany, France, Italy, Spain, the Netherlands, Poland, Sweden, Belgium, and Ireland.
Do I need VAT numbers in every Pan-EU storage country?
Yes. Storing physical inventory in a country creates a taxable nexus. Sellers must hold active VAT registrations in all countries where Amazon is permitted to store units.
What is the cost difference between Pan-EU and EFN?
Pan-European FBA charges low domestic fulfillment fees, saving sellers between €1.50 and €4.00+ per unit compared to European Fulfillment Network (EFN) cross-border surcharges.
Can I store stock in Germany without enabling Poland and Czech Republic?
Amazon allows Germany-only storage, but applies a fulfillment fee surcharge per unit unless you enable storage in Poland and the Czech Republic.
